New York REAL ID Driver's License

The New York DMV issues federally-compliant REAL ID cards in addition to non-compliant licenses. As of October 1, 2020, only the REAL ID will function as federal identification for domestic travel and entry into federal and military buildings—a standard license will not after this date. Enhanced IDs in NY are automatically REAL ID-compliant.

You have the choice to apply for a non-compliant ID card or upgrade to a REAL ID—we'll walk you through the requirements below. For more detail, visit the NY DMV's guide to REAL IDs.

NY ID Card Eligibility Requirements

You can apply for a New York identification card at any age. If you are under 16 years old you will need consent from your parent or guardian.

To apply for a photo ID card, you must:

  • Be a citizen or a legal resident of the U.S.
  • Be a resident of New York State.
  • Have your original birth certificate.
  • Have your Social Security card.
  • Be able to provide enough documents to verify your identity.

Apply for a NYS ID Card

Applying for an original non-driver photo ID card (NDID), an enhanced non-driver photo ID card (ENDID), or a federally compliant REAL ID in New York is not available online. You must visit a New York State Department of Motor Vehicles office in person for a new ID, or you can mail in your application if you are exchanging your driver's license or learner permit.

Apply for a New ID Card

You must apply for a brand new NYS NDID, REAL ID, or ENDID in person at a NYS DMV office.

You will need to bring:

  • Proof of identity based on which credential you want:
    • REAL ID or enhanced ID—Bring proof of your:
      • Name and birth date.
      • U.S. citizenship or legal presence.
      • Social Security number.
      • NY residency (2 documents).
    • Non-compliant ID card—Submit proof of your name, birth date, and SSN.
  • A completed Application for Driver License or Non-Driver ID Card (Form MV-44)
    • For an enhanced NY ID, see 'Enhanced IDs' below for details.
  • Photocopy of proof of Supplemental Security Income (SSI), if applicable. This may include an SSI award letter, a letter from SSA, or a benefit verification letter (a list of accepted proof of SSI documents can be found online).

If you are under 16 years old, your parent or guardian must be with you when you apply. They must fill out a Statement of Identity and/or Residence by Parent/Guardian (Form MV-45 ) and bring their own state ID card.
